ECA Applications & EASR Registrations

When Ontario Regulation 1/17 came into effect in 2017, businesses that install new equipment or modify existing sources which emit contaminants into the air generally have to apply for an Environmental Compliance Approval (ECA) or have to register the activity on the Environmental Activity and Sector (EASR) Registry for the Ministry of the Environment, Conservation and Parks.

OSB Consulting has over 30 years experience of completing Environmental Compliance Approval (formerly Certificate of Approval (C of A)) application for our clients. Our clients range from small local manufacturers, to large major businesses in the food, alcoholic beverage, coffee and tea making as well as the paper and printing industry.

OSB Consulting will submit all required forms and documents on-line to the MOECC and will prepare an ESDM report which will be given to you to keep on-site which is a requirement of the regulation.

OSB Consulting uses the most up to date version of Screen3 (Screenview) or AERMOD to perform the air dispersion modelling which is included in the ESDM report.

OSB Consulting will complete the primary and secondary noise screening assessments and if required has associates that can perform noise testing and prepare an Acoustic Assessment Report and a noise abatement action plan if necessary.

OSB Consulting will prepare an odour screening report and if required for your facility, a best management practices plan for odour and an odour control report (if required) would also be prepared which will be included in the ESDM report.

If your facility engages in activities which are sources of fugitive dust, OSB Consulting will prepare a best management plan for fugitive dust control for your facility and include it in the ESDM report.

OSB Consulting uses an independent Professional Engineer to review and sign-off on the ESDM report which is a requirement with the new regulation.
